Picking a webhost is a "buyer beware" endeavor. In most cases you won't know you've got a bad one until you've already given them your money. Send them a few emails and see how quickly they respond. Ask them some tech questions if you know how to and determine whether their answers are good or not. Cheap
html web site template are a dime a dozen these days and picking a reliable one can be confusing. Don't rely on "hosting review" sites for accurate data. They're affiliate sites trying to get you to sign up through them and make a buck - or a hundred bucks. Hosting commissions have gotten pretty lucrative so be wary of anyone who says "this one is the best".
If you're looking for windows hosting, I used milleniuum systems (nextmill) for 2 years because I like ASP and I can tell you unequivocally that they're fast as lightning. A little pricey but super quick. It's a pretty good jump from *nix to win so not recommended for the faint of heart.
I went with ipowerweb for a while because I liked their bandwidth allowance. Unresponsive, incompetent tech support and their failure to correct major CGI issues caused me to leave before my year was even up though. They have a toll free support number but hold times are an hour or longer. Who needs that?
ehostpros, which someone mentioned on another thread. Don't expect any speed from them. I put a client on them about a year ago because they were wanting cost efficiency and for 3 months all I heard was complaints. This was a lightweight

I use ivaluehost for my reseller acount and have been happy with them so far. There's been no downtime that I'm aware of at all in the past 7 months and since I have all my template and customer sites there this is important to me. I'm not plugging them.
